Who it is for
- Foreign nationals with at least 10 consecutive years of legal residence
- Minor children or dependants of Timorese citizens
- Foreign nationals married to a Timorese citizen for more than 5 years
- Holders of a temporary residence permit for at least 6 years
Requirements
- Passport copy, photographs, medical certificate and police clearance
- Marriage certificate (if applicable) and village chief (suco) declaration
- Proof of the required duration of residence
- Evidence of positive economic or social contribution
