Who is eligible to enter and reside in Uruguay

Eligibility depends primarily on nationality (visa-free vs visa-required, MERCOSUR vs non-MERCOSUR) and on the purpose of stay.

For short visits, eligibility turns on your nationality: the Ministerio de Relaciones Exteriores keeps the only official list of countries whose nationals may enter visa-free, and those not on it must obtain a visa before travelling regardless of length of stay.

For residence, nationals of MERCOSUR member and associate states (Argentina, Brazil, Chile, Bolivia, Paraguay, Peru, Ecuador, Colombia, Venezuela, Suriname and Guyana) qualify for a simplified MERCOSUR residence based on nationality alone. Nationals of any other country apply for temporary residence based on a purpose such as work or study, or for permanent residence through a Uruguayan family link.

All residence applicants must demonstrate lawful means of living and meet health requirements, including a valid Uruguayan vaccination certificate (Decree 136/2018) and a current health booklet (Carné de Salud).
