Entering Timor-Leste: Borders and the Trade Single Window Declaration
How entry works at Timor-Leste's air, sea and land borders, including the online traveller declaration and the Oecussi enclave.
Important
Timor-Leste operates a modern border management system that inspects travel documents and may collect biometric data as permitted by law. Most visitors enter through Dili International Airport or Dili Sea Port, where tourist, transit and business Class I visas can be issued on arrival; land border arrivals usually need an advance Visa Application Authorization.
All travellers must complete an official traveller declaration online before entering or leaving, through the Customs Authority's Trade Single Window. It can be submitted up to three days before travel, and officials recommend keeping a screenshot or printout to show border staff. Travel to the Oecussi enclave, which is separated from the main territory, is a case where a tourist visa may be issued for multiple entries.
Before you arrive
- Complete the online traveller declaration via the Customs Trade Single Window (up to 3 days ahead)
- Keep a screenshot or printout of the declaration
- Carry US dollars cash for the visa fee — ATMs may be unavailable at the border
- Land border arrivals: obtain a Visa Application Authorization in advance
