Norwegian Permanent residence permit (permanent oppholdstillatelse)

Who it's for

• People who have lived in Norway continuously on qualifying permits (e.g. skilled worker, family immigration)
• Those planning to settle in Norway long-term
• Applicants who meet the language, social-studies and self-sufficiency conditions

Requirements

• A qualifying period of continuous residence on permits that count toward permanent residence
• Held permits without significant gaps and complied with their conditions
• Meet the Norwegian language requirement and the social-studies requirement
• Meet the financial self-sufficiency requirement set by UDI
• No circumstances (e.g. certain criminal matters) that bar permanent residence

What you can do

• Live and work in Norway indefinitely
• Benefit from stronger protection against expulsion
• Move toward Norwegian citizenship later, if you meet those separate requirements

How to apply

Confirm you have the required continuous residence and meet the language, social-studies and self-sufficiency conditions.

Complete the online application on udi.no, pay the fee, and book an appointment with the police to submit documents.

Attend with your documents; if granted, you receive a permanent residence card that is renewed periodically as a document (the status itself is permanent).
