For any stay longer than three months, a third-country national must first qualify under one of Luxembourg's defined national routes and obtain a temporary authorisation to stay before travelling. There is no generic long-stay permit — you apply under the category that matches your purpose.

Alongside the route-specific test, a set of common conditions runs across the categories, and these are assessed at the authorisation-to-stay stage.

Choosing a route

The main national long-stay routes for third-country nationals include:

Salaried worker (with an authorised employer and compliant contract)
Self-employed / independent worker
Student, pupil, trainee or researcher
Private reasons — including self-sufficient persons and those with family ties
Investor

Cross-cutting conditions

A valid passport and a clean criminal record (extract or sworn affidavit)
Suitable accommodation in Luxembourg
Sufficient, stable financial resources appropriate to the route
Comprehensive health insurance valid in Luxembourg
Obtaining the temporary authorisation to stay before entering the country

Progression to long-term status

The initial residence permit is issued for up to three years and can be renewed
After five years of lawful, uninterrupted residence you may apply for long-term resident status
