Who it's for
Non-EU/EEA/Swiss nationals with a concrete job or job offer from an employer registered in Estonia, across categories including skilled workers, top specialists, seasonal and short-term workers, researchers, teachers, athletes and creative professionals.

- Appropriate education, work experience, health and professional skills for the role
- A salary meeting the applicable minimum threshold
- Authorisation for the employer to fill the post from the Unemployment Insurance Fund (unless the category is exempt)
- Availability under the annual immigration quota (unless the category is exempt)
- Registration of your Estonian residence in the Population Register after the permit is granted

How to apply
The employer generally secures Unemployment Insurance Fund authorisation first. The applicant then submits the residence-permit application with supporting documents and the state fee — at an Estonian embassy abroad or at a PPA service office in Estonia — and gives biometrics.
A decision is made within up to 90 days of the application being accepted, and the residence-permit card is issued within a further 30 days. After five years on employment permits, an Estonian language requirement (A2) applies to renewals for permits granted since July 2018.
