Estonian EU Blue Card

Who it's for

Highly qualified non-EU professionals with a recognised higher-education qualification (or equivalent, e.g. at least five years of relevant professional experience where accepted) and a qualifying, well-paid job offer from an Estonian employer.

Requirements

• Higher professional/education qualification, or accepted equivalent experience
• An employment contract or binding job offer of at least six months
• Salary meeting the raised Blue Card threshold (a multiple of the average wage)
• Health/sickness insurance valid in Estonia
• Employer authorisation from the Unemployment Insurance Fund where required
• A valid travel document

What you can do

• Live and work in a highly qualified role in Estonia
• Access easier family reunification than the standard permit
• Move to another EU member state on a Blue Card after a qualifying period, under EU rules
• Count Blue Card time towards EU long-term residence

How to apply

Apply for the Blue Card as a temporary residence permit with the Police and Border Guard Board (in Estonia) or at an Estonian embassy abroad, submitting the job contract, evidence of qualifications, proof the salary meets the threshold and insurance.

Give biometrics and pay the state fee. The Blue Card is issued for a fixed period linked to the contract and can be renewed; the standard decision timeframe applies.
