  • A health insurance contract valid in Estonia
  • A valid travel document
  • Willingness to register residence in the Population Register after arrival

How to apply

Apply at an Estonian embassy abroad or, where allowed, at a PPA service office in Estonia, submitting proof of the family relationship, the sponsor's income, insurance and the state fee, and give biometrics.

A decision is made within up to 90 days of the application being accepted; in practice the full process from submission to receiving the card can take several months.
