How to apply for a Montenegro visa or residence permit
Where and how to lodge a short-stay or long-stay visa application and a temporary residence application, and which authority decides each one.
Important
Montenegro splits responsibility between two authorities. Short-stay (Visa C) and long-stay (Visa D) visas are handled by the Ministry of Foreign Affairs through Montenegrin diplomatic and consular missions abroad. Temporary residence, work permits, permanent residence and citizenship are decided by the Ministry of Interior.
As a general rule a foreigner must submit a visa application personally, together with a valid travel document whose validity exceeds that of the visa by at least three months. Applications for temporary residence are submitted in person to the Ministry of Interior at the applicant's place of residence in Montenegro, with all evidence justifying the ground for the application enclosed.
Montenegro has also introduced electronic submission channels and an official e-visa process as it aligns its visa policy with the European Union. Always confirm the current channel and required forms with the relevant Montenegrin mission or the Ministry of Interior before applying.
