Latvia's national migration body is the Office of Citizenship and Migration Affairs (PMLP), which decides residence permits and registers foreigners.
Important
National long-stay immigration in Latvia is handled by the Office of Citizenship and Migration Affairs (OCMA), in Latvian the Pilsonibas un migracijas lietu parvalde (PMLP). It is the state authority that examines residence permit requests, issues and registers residence permits, records declared places of residence, and assigns personal identity numbers to foreigners.
Long-stay (Type D) visa applications lodged from abroad are processed by Latvia's diplomatic and consular missions under the Ministry of Foreign Affairs (MFA), which coordinates with PMLP where an invitation or prior consultation is involved. In broad terms: the MFA/consulates handle the visa you use to travel to Latvia, and PMLP handles residence permits and everything you do once you are in the country.
What PMLP (OCMA) does
- Examines requests for temporary and permanent residence permits and issues the decision
- Registers (produces) the residence permit card and captures biometric data
- Registers declared places of residence and issues personal identity numbers
- Publishes the official questionnaires, document lists, subsistence requirements and state fees
