After you arrive in Latvia
Once in Latvia, register your residence permit in person at PMLP, give biometrics, collect the card and declare your place of residence.
Important
If you travelled on a long-stay (Type D) visa that was issued to let you enter Latvia, or your residence permit request has been approved, the key in-country step is to register the residence permit at a PMLP (OCMA) office. You attend in person, biometric data is captured, you pay the state fee for producing the card, present health insurance (for a temporary permit), and receive the residence permit in ID-card format.
A separate legal duty for residence permit holders is to declare an address (place of residence). This can be done through the state e-service on latvija.gov.lv or at the local government registration authority for the area where you live, and there is a small state fee. PMLP also assigns a personal identity number, which you will use for public services.
Register and collect your residence permit
- Book and attend a PMLP (OCMA) territorial office in person
- Provide biometrics (photo, signature, fingerprints)
- Pay the state fee for producing the card and present health insurance (temporary permit)
- Receive the residence permit as an ID-card containing biometric data
Declare your place of residence
- Declaring a place of residence is a duty of a residence-permit holder
- Declare via the latvija.gov.lv e-service or at the local government registration authority
- State fee for registering the declared address: EUR 4.27
- PMLP assigns a personal identity number used for public services
Optional: foreigner's eID card
- A separate, voluntary electronic-identification card (not itself a residence permit and not a travel document)
- Lets you use state e-services, sign documents electronically and use an e-address
- Costs EUR 80 and is valid for five years
