How you apply for entry to Saint Lucia depends on your nationality and purpose. Visa-exempt travellers simply present a valid passport and onward ticket at the port of entry, where an immigration officer decides the length of stay. Nationals who need a visa before travel apply to the Immigration Department of the Royal Saint Lucia Police Force or to a Saint Lucian diplomatic mission, while 'port of entry' nationalities may be issued a visa on arrival at the officer's discretion.

Longer-term routes are handled by different bodies: work permits by the Ministry of Labour's Work Permit Officer, residence and naturalisation by the Ministry of Home Affairs / Citizenship Unit, and citizenship by investment through an authorised agent to the Citizenship by Investment Unit. Always apply well ahead of your intended date and confirm current requirements before submitting.
