Eligibility for entry to Peru first depends on nationality: citizens of many countries can enter visa-free for tourism or business, while others must obtain a visa from a Peruvian consulate. For anything beyond a short visit - working, studying, joining family, investing or settling - you must qualify for a specific resident calidad migratoria granted by Migraciones.
Each resident category has its own conditions (for example an employment contract for the worker status, enrolment for the student status, a family relationship for the family status, or a qualifying investment or income for the investor and rentista statuses). A clean criminal, judicial and police record is a common requirement across categories.
