Who is eligible — visas and residence in Paraguay

Eligibility for entry to Paraguay is driven first by nationality: some nationalities are exempt from the visa requirement for tourism, some can obtain a visa on arrival at Asunción's airport, and others must obtain a visa in advance from a consulate. The Ministry of Foreign Affairs maintains the definitive country-by-country list.

For staying long-term, eligibility depends on purpose. Temporary residence under Law 6984/2022 is open to foreigners intending to settle and pursue a lawful activity such as work or study. Nationals of MERCOSUR member and associated states have a dedicated nationality-based residence route. Spouses and children of Paraguayans, foreign family of repatriated nationals, and investors through SUACE each have their own permanent-residence categories.

Naturalisation is available to residents who meet the requirements of Article 148 of the Constitution — adult age, the required period of residence, a regular occupation or income, and good conduct.
