Who it is for

  • Long-term residents who have lived in PNG continuously for more than 8 years
  • Foreign spouses of PNG citizens (by-marriage pathway)
  • Investors committing capital and skills to the PNG economy

Requirements

  • Evidence of continuous residence (Long Term Residency: 8+ years, no absence over 180 days)
  • Four references from automatic PNG citizens who have known the applicant for at least two years
  • Copy of birth certificate and marriage certificate (if applicable)
  • Statement of assets, liabilities, investments, business interests and savings within and outside PNG

How to apply

  • Complete the relevant ICA citizenship form (e.g. C5 long-term residency, C4 investor)
  • Lodge with the ICA citizenship service at the Central Government Office, Waigani
  • Contact citizenship@immigration.gov.pg for detailed requirements
