All foreign nationals require a visa to enter Bhutan except nationals of India, Bangladesh and the Maldives, who require an entry permit. The Visa Division of the Department of Immigration issues visas for all foreign nationals other than nationals of these three countries.

Beyond tourism, the Immigration Rules recognise a range of non-immigrant visitor categories, including diplomat, official, student, business person, professional, skilled worker, tourist, sportsperson, cultural troupe, media person, transit person, airline crew, overseas employee, artiste, personal guest and disaster relief team. The correct category depends on the purpose and length of stay, and most non-tourist categories require an in-country sponsor.

Foreign workers must be at least 18 years of age at the time of applying for a work permit, and dependent visas are limited to the spouse and children of certain permit and visa holders.
