Andorra's Annual Immigration Quotas
How Andorra caps the number of new residence authorisations each year through Government quota decrees.

A defining feature of the Andorran system is the annual immigration quota. Each year the Government sets, by decree, the maximum number of new authorisations available in the quota-controlled categories, and applications are approved only while places remain. This is how a small country manages the pace of new residence.
For residence without work, the 2026 quota was set at 600 authorisations, distributed as 490 for residence without lucrative activity, 30 for professionals with international projection, 50 for residence for scientific/cultural/sporting interest, and 30 for admission to private geriatric or medical/therapeutic care centres. Employed and self-employed work authorisations are governed by their own quota, and employers must prioritise Andorran nationals and existing residents before hiring from abroad.
Because the numbers are reset by decree every year, always check the current quota decree before assuming places are available in a given category.
