Malta's immigration authority
Identità is Malta's national immigration authority for visas and residence permits, with Residency Malta Agency handling investor and remote-work programmes.
Important
Malta's national immigration authority is Identità (formerly Identity Malta). Within it, the Central Visa Unit is the government's central authority for national visa policy, and the Expatriates Unit administers the legal-migration process — processing and issuing residence documents for non-EU nationals under EU directives and national law.
A separate body, the Residency Malta Agency, manages Malta's investment- and remote-work-based residence programmes.
Identità — what it does
- Central Visa Unit: implements national visa policy and issues the national (Type D) long-stay visa
- Expatriates Unit: processes single permits and residence documents (eResidence card) for non-EU nationals
- Works alongside Jobsplus (employment licensing) and the Malta Police Force

Residency Malta Agency
Runs the Malta Permanent Residence Programme, the Nomad Residence Permit and the Malta Startup Residence Programme — distinct from Identità's employment and general long-stay routes.
