Who it's for
Non-EU nationals who have a confirmed job offer or employment contract in Finland for work that does not require the higher qualifications or salary of the Specialist or EU Blue Card routes.
Requirements
- A valid employment contract or binding job offer in Finland
- Gross salary of at least EUR 1,600 per month in 2026 and at least the level set by the applicable collective agreement
- The employer provides the terms-of-employment details (TEM054 / equivalent) with the application
- The position generally passes the availability (labour-market) assessment
- A valid passport
What you can do
- Live in Finland and work for the employer/field stated in the permit
- Bring family members via a family-ties residence permit
- Apply for an extended permit and, over time, build residence toward a permanent permit
How to apply
Submit the application yourself in the Enter Finland online service (or on paper), and have the employer complete their part with the terms of employment.
Pay the processing fee, then prove your identity in person at a Finnish mission abroad (first permit) or at a Migri service point (extension). Migri decides after the employment authority's assessment.
