The Letter of Invitation (State Migration Service Approval)
Why almost every Turkmenistan visa depends on an invitation approved by the State Migration Service, and who arranges it.

The defining feature of Turkmenistan's visa system is the Letter of Invitation. Before a visa is issued, the State Migration Service must approve an invitation, which is arranged by a sponsor inside Turkmenistan depending on the purpose of travel.
For tourism this is typically a licensed tour operator; for business it is the inviting company or organisation; for work it is the employer; for study it is the educational institution; and for private visits it is a host resident in the country. Only after this approval can the visa be collected at a consulate abroad or, if pre-approved, at Ashgabat airport.
Because the invitation step is separate from and precedes the consular visa, travellers should begin the process well ahead of their intended trip.
