Who it's for
Non-EU, non-EEA, non-Swiss founders and co-founders of an innovative startup who are willing to physically reside in Malta, become tax resident, and actively run the business.
Requirements
- Be founder or co-founder of an enterprise registered for no more than seven years (anywhere, including Malta)
- Enterprise not formed by merger and not a takeover of another enterprise's activity
- Non-EU / non-EEA / non-Swiss nationality, and not a national of a sanctioned country
- Minimum tangible investment or paid-up share capital of €25,000 (plus €10,000 per additional co-founder above four)
- Willingness to physically reside in Malta and become tax resident
- Health insurance covering Malta for applicant and dependants
- Sufficient financial resources to support self and dependants
- Clean criminal record

- Renew the founder/co-founder permit for up to five years while the startup operates
- Access the EU market from a Malta base
How to apply
Applications are submitted to Residency Malta Agency, which assesses the startup's eligibility (innovation, age of enterprise, investment) and the applicants' personal conditions.
Approved applicants establish/maintain the qualifying investment in Malta and obtain residence, subject to due diligence.

- Business plan and evidence of the enterprise and its registration date
- Proof of the required tangible investment / paid-up share capital
- Health insurance covering Malta
- Proof of financial means
- Police conduct / clean criminal record certificates
