Who it's for
Financially independent non-EU nationals seeking permanent EU residence for themselves and their family through investment, rather than through employment.
Requirements
- Non-EU / non-EEA / non-Swiss nationality
- Purchase a qualifying property of at least €375,000, or lease one at a minimum €14,000 per year, held for at least five years
- Pay the non-refundable administrative fee of €60,000
- Pay the Government contribution of €37,000
- Make a €2,000 charitable donation to a registered local NGO
- Demonstrate capital assets of at least €500,000 (of which €150,000 financial), or €650,000 (of which €75,000 financial)
- Stable and regular financial resources sufficient to maintain applicant and dependants
- Valid travel document, health insurance, and clean criminal record (due diligence applies)

How to apply
Applications must be submitted through a Residency Malta approved/licensed agent, not directly by the applicant.
The process involves due diligence, evidence of the property arrangement, payment of the administrative fee and contribution, the charitable donation and proof of assets, followed by issuance of residence cards (each carrying a card fee, e.g. €500 per person covering five years).
