Who it's for

Third-country nationals who wish to obtain Latvian (and thereby Schengen) residence on the basis of a qualifying investment in Latvia's economy.

Requirements

  • A qualifying investment as defined by the current Immigration Law (real estate, company equity or bank deposit, subject to pending reform)
  • Payment of the applicable state fee
  • Proof of legally sourced funds
  • Valid travel document
  • Health insurance and proof of subsistence
  • Statement on punishability where required

What you can do

  • Obtain a Latvian temporary residence permit on the basis of investment
  • Travel visa-free within the Schengen area for up to 90 days in any 180-day period
  • Renew while the qualifying investment is maintained
  • Potentially progress toward permanent residence over time

How to apply

Because the legal basis is under review, confirm the currently valid investment options and thresholds with PMLP first. You then make the qualifying investment, pay the state fee, and submit the residence-permit application with proof of the investment and source of funds to OCMA.

Do not rely on figures quoted by third-party advisory firms — only the current Immigration Law and PMLP guidance are authoritative.

Documents

  • Completed application questionnaire
  • Copy of valid passport
  • Photograph
  • Evidence of the qualifying investment
  • Proof of the legal source of funds
  • Proof of subsistence and health insurance
  • Proof of state fee payment

Frequently asked questions

  • The investment residence route still exists under the current Immigration Law, but 2026 amendments that would restructure it were approved by Parliament and then referred back for review; confirm the live rules with PMLP before applying.
