Who it's for
Third-country nationals who have lived lawfully in Latvia for at least five continuous years and want permanent settlement and EU-wide long-term resident rights.
Requirements
- Five years' continuous and lawful residence (limited absences allowed, up to 6 consecutive / 10 total months if justified)
- Stable and regular income, at least the minimum wage over the prior 12 months, with taxes paid (Latvian pensions also qualify)
- Latvian language proficiency at A2 level or higher
- A confirmed place of residence verified by OCMA
- Valid travel document
- Payment of the state fee

How to apply
Submit the application in person to OCMA, or via a Latvian diplomatic/consular office, with proof of income, language certification and residence. You can choose the standard (30-day) or expedited (10-day) processing track for a higher fee.
