Who it is for

Requirements

  • Application to the MVD/GUVM with the required personal documents.
  • Medical certificates and, in most cases, a Russian language/history/law test.
  • Meeting quota conditions unless in an exempt category.

How to apply

  • Confirm your ground for the RVP — a quota place or a quota exemption.
  • Pass the Russian language, history and law exam, or obtain an exemption.
  • Complete the required medical examinations and obtain the certificates.
  • Submit two copies of the application with photos to your local MVD migration office (GUVM).
  • Pay the state duty and, once granted, complete your address registration.
  • Submit the annual notification confirming your residence each year.

  • Passport with a notarised Russian translation
  • Migration card and address registration
  • Russian language/history/law certificate, or proof of exemption
  • Medical certificates and HIV certificate
  • Criminal record certificate (apostilled and translated) for visa nationals
  • Documents proving your ground for the permit or quota exemption

Frequently asked questions

  • No. The RVP is issued for a fixed term (commonly three years) and cannot be extended. To keep living in Russia beyond that, you move on to apply for a permanent residence permit (VNZh).
