Pakistan states that visa fees are charged on a reciprocal basis, meaning the fee for a given nationality reflects what that country charges Pakistani citizens. The official DGI&P fee page publishes a country-by-country table covering visit/tourist, work/business and transit categories, and fees are charged in US dollars.

In addition to the base fee, applications typically carry service and processing surcharges (including NADRA service charges and bank fees). Always check the current official fee table for your nationality and category before paying.
