Whether you need a visa for Cyprus depends first on your nationality. Cyprus publishes a list of third countries whose nationals require a visa and those exempt. Cyprus is an EU member but not yet in the Schengen Area, so it issues national visas, while recognising certain EU/Schengen visas and residence permits.
Purpose and length of stay then decide the route. Stays of up to 90 days in any 180-day period are covered by short-stay visas or visa-free entry; stays beyond 90 days require a residence permit appropriate to the purpose (work, study, family, investment or independent means).
