Requirements
- You must qualify as a highly qualified specialist in a field recognised under Article 45.1.4 of the Migration Code (economy, industry, military, science, culture, sport and other fields).
- You must have an inviting authority, enterprise or organisation in Azerbaijan that provides a justification for your stay.
- A passport that remains valid for at least three months beyond the expiry of the requested permit.
- Confirmed accommodation in Azerbaijan, evidenced by property, lease or accommodation documents.
- A health reference confirming the absence of dangerous infectious diseases.

- Application form in the sample approved by the Cabinet of Ministers
- Copy of your passport (valid at least 3 months beyond the permit's expiry)
- Justification letter from the authority, enterprise or organisation inviting you as a specialist
- Health reference certifying the absence of dangerous infectious diseases
- Documentation of where you will live (property extract, lease agreement or accommodation warrant)
- Consent application and ID copy of the resident, if your housing is provided by another person
- Two photographs, 3.5 x 4.5 cm
- Receipt confirming payment of the state fee
