Permanent Residence and Citizenship in Singapore

Long-term settlement in Singapore is administered by the Immigration & Checkpoints Authority (ICA), separately from the work passes handled by MOM. The two main statuses are Permanent Residence (PR) and citizenship.

PR is open to defined categories, including spouses and unmarried children of citizens or PRs, aged parents of citizens, skilled workers already employed in Singapore, and applicants under investor-based schemes. ICA assesses each case holistically, weighing family ties, economic contributions, qualifications, age, family profile and length of residency; applications are generally processed within six months when documents are complete.

Citizenship is typically a later step for established PRs, as well as spouses and children of citizens. Male applicants granted PR or citizenship as students or under parental sponsorship are liable for National Service.
