Requirements

  • You qualify for permanent residence on a recognised ground — for example economic solvency (living on your own means without paid activity), being a retiree/pensioner, having held temporary residence for the required continuous period, or family links to a Mexican or resident
  • For the economic-solvency route: proof of a qualifying average bank/investment balance over the previous 12 months, or a qualifying monthly pension/income over the previous 6 months (thresholds set by the consulate)
  • You apply first at a Mexican consulate abroad (except where the change is made inside Mexico from temporary residence)
  • You attend a consular interview, at which issuance is at the consular officer's discretion

How to apply

  • Book a consular appointment through citas.sre.gob.mx and complete the visa application form
  • Attend the consulate with your passport, photograph, proof of your qualifying ground and the fee, and attend the interview
  • If approved, the permanent resident visa is placed in your passport; travel to Mexico within its validity
  • Enter Mexico and, within 30 calendar days, apply to the INM to exchange the visa for a Permanent Resident Card
  • Complete the INM process (biometrics, forms and fee) to receive the card, which does not expire

Documents you may need

  • Valid passport (original) plus a photocopy of the photo/personal-data page
  • One recent colour photograph to the consulate's specification
  • Completed and signed visa application form
  • Proof of legal residence in the country where you apply, if you are not a citizen of it
  • Evidence for your qualifying ground — original bank/investment statements, pension documents, or family/relationship documents
  • Payment of the consular fee (and, later, the INM card fees in Mexico)

Frequently asked questions

  • No. Once the INM issues the Permanent Resident Card it does not expire, so there is no periodic residence renewal (though you must keep the physical card and personal details up to date).
